A national campaign routinely means ten or more suppliers. Each reports in its own format, and none of them audits the others.
Distances are real
Fifty-eight wilayas across a country the size of Western Europe. Nobody is spot-checking Tamanrasset from an office in Algiers without a system.
Posting windows slip
Late posting is common and rarely volunteered. If it is not caught during the campaign it is not caught at all.
Condition matters as much as presence
